Soggy Northeast fights rain, worries about floods

Parts of the Northeast already dealing with rising waterways and saturated soil from a late-winter wallop a few days ago are preparing for flooding from a storm system moving up from the Southeast.

An emergency declaration has allowed the National Guard and state police to mobilize in New Jersey.

The National Weather service warns of possible flooding in New York's Lower Hudson Valley and in several New Jersey counties where steady rain began falling Thursday morning.

A wild mix of snow, sleet and rain battered New England and upstate New York less than a week ago. It washed away homes and left many rivers and streams at high levels. Weather officials warn those swollen waterways and saturated soil could contribute to moderate to major flooding.

Weather advisories and flood watches are posted for much of Pennsylvania.
