A proposal for state assistance toward millions of dollars in improvements at the Indianapolis Motor Speedway cleared the Indiana House after members took an unusual second vote.

The House voted 56-36 to advance the plan Monday evening after it earlier fell short of the necessary 51 votes as representatives split 47-46.

Some legislators said they were uncertain on how much tax money would be raised and how it would be spent.

The bill passed on the second vote after Ways and Means Committee chairman Tim Brown told the House that the plan would undergo more work in negotiations on a final version with the Senate.
