A U.N. diplomat says a deputy to international envoy Kofi Annan is appealing for talks between the Syrian government and opposition to break the cycle of violence in Syria.

Jean-Marie Guehenno told a closed meeting of the U.N. Security Council by videoconference from Geneva on Wednesday that a genuine political process to end the 15-month conflict is the goal of Annan's six-point peace plan which must be fully implemented, the diplomat inside the meeting said. The diplomat spoke on condition of anonymity because the session is closed.

Annan held talks with Syrian President Bashar Assad in Damascus on Tuesday following the weekend massacre in Houla of more than 100 people, many of them women and children.

The diplomat said Guehenno told the council that what will count from Assad are actions rather than words or promises.
