An Arkansas legislator denies he's a racist. But he's still apologized for an e-mail he sent complaining about being "outpopulated by the blacks" and "being overrun" by illegal immigrants.

State Senator Denny Altes claims he was responding to what he terms an inflammatory e-mail when he sent his message to the former mayor of his hometown of Fort Smith.

It's prompted calls for his resignation from the League of United Latin American Citizens. But Altes says he doesn't plan to step down.

In his apology, Altes says he's sorry if his message offended anyone, but that he "didn't consider it a racist remark."
