Dillon expressed concerns about Detroit bankruptcy

DETROIT Former Michigan Treasurer Andy Dillon expressed some concerns about Detroit's bankruptcy a week before the filing in July.

In a July 10 email, Dillon says bankruptcy "looks premeditated." He says the city might need to make a "take it or leave it demand" with creditors before filing.

The email was revealed Tuesday in a trial to determine if Detroit is eligible to shed its debt in bankruptcy court. Dillon had a critical role in Detroit's finances from the time he took office in 2011. He resigned last week.

Unions and pension funds say Detroit failed to negotiate with them before choosing bankruptcy, a condition that should make the city ineligible to go forward. Emergency manager Kevyn Orr disagrees.
