The Michigan House has passed a measure making new flexible alcohol pouches exempt from the state's bottle deposit law.
The bill was passed Tuesday over opposition from Rep. Jeff Irwin of Ann Arbor and some other Democrats. It now goes to the Senate.
Irwin says the measures would give bottlers a 10-cent incentive to move to the laminated-foil plastic pouches rather than using aluminum and glass containers. The pouches would have to be returned but aren't recyclable.
The state Treasury Department says the flexible containers must be returned under Michigan's 1976 "bottle bill." It says the change could affect future state revenues.
Republican Rep. Jim Stamas of Midland wants to exempt pouches and some biodegradable containers because he says it's a hardship on grocers and others to deal with them.
