Benton Harbor's emergency manager is taking big steps to wrap up his business in the city and head home to Detroit. The city requested a $2.7 million loan from the state last week.

EFM Tony Saunders tells The Herald Palladium that he's confident the loan board will approve the request because the city has shown a lot of fiscal restraint and cut $2 million from the budget. This year, they'll end in the black for the first time since 2009.

Saunders says Benton Harbor could get by without the loan, but it would require him to stick around another three to four years.
