BENTON HARBOR, Mich. The Benton Harbor financial emergency manager has notified the governor that the city’s financial emergency has been resolved.

Tony Saunders, the emergency manager, has recommended Gov. Rick Snyder appoint a Transition Advisory Board to hand over city control back to local government.

“We have made tremendous progress over the past year. The City’s accumulated deficit has been eliminated, expenditures have been reduced substantially, and the City has made 100 percent of its annual pension payments for the first time in a decade,” Saunders said in a release.
