A report says more than 25 percent of Indiana school districts aren't complying with a year-old state law requiring them to post their superintendents' employment contracts on the districts' websites.

The Evansville Courier & Press reported Sunday that it found 106 Indiana school districts haven't posted their superintendents contracts or they've posted them in a way finding them online requires help.

Indiana Public Access Counselor Joe Hoage says the state law doesn't really spell out where exactly the contract has to appear on a website.

The law's author, Indianapolis Republican Rep. Bob Behning, says enforcement is impossible because lawmakers felt the two most appropriate state agencies are too political to be entrusted with it.
