ELKHART, Ind. -- The Elkhart sewer saga may be over, but Mayor Dick Moore says the financial impact it will have on the city remains uncertain.

Moore mentioned the dispute during his State of the City Address Wednesday.

Elkhart's city council and the mayor spent about one year debating how to charge those living outside city limits for sewer service.

Back in November, the council voted unanimously to end the longstanding compact fee by 2015.

Moore says that means a loss of $1.3 million in revenue for the city.

Some of that will be made up when the city annexes nearly 140 properties.

Moore also highlighted some positive economic news during his address.

Last year, the Lerner Theater drew more than 100,000 people downtown.
