Indiana's nearly $3 billion extension of Interstate 69 from Evansville to Indianapolis is now half-built and ready for high-speed traffic.
The first 67 miles of the I-69 extension's planned 142 miles will open to cars and trucks Monday following a ribbon-cutting and a caravan Gov. Mitch Daniels will lead north along the newly paved stretch.
But four years after work on the highway began, Indiana is now grappling with questions about where the money to complete the route to Indianapolis will come from and when the project can be completed.
Indiana devoted about $700 million to the I-69 project from the $3.8 billion it collected by leasing the Indiana Toll Road to a private consortium. But that money has already been spent or allocated.
