Tax breaks take effect in Michigan

Michigan residents will have a little extra cash in their pockets as several tax breaks take effect across the state.
The personal income tax rate decreases from 4.35 percent to 4.25 percent.
Personal tax exemptions go up from $3,700 to $3,950 per person.
They'll go up even more, to $4,000 beginning in 2014.
