South Bend’s citizen service line—311—recently received calls about people using unduly aggressive tactics in selling goods and services door to door. Some of these salespeople have been licensed by the city, but a license does not condone actions that cause residents concern for their safety.

Any suspicious or aggressive conduct, including trespassing or intimidating tactics, from salespeople—licensed or not—should be reported to the South Bend Police Department at 574-235-9201. Officers can generate a report in the case of tactics that constitute intimidation, a misdemeanor crime, and refer the individuals to the City Attorney for a license review.

According to some complaints, salespeople have claimed that the City recommends certain neighborhoods or endorses products. Those claims are false and should be reported to the South Bend Police Department.

Salespeople going door to door must be licensed by the City and show their licenses upon request. Residents do not have to speak with salespeople under any circumstances and may tell them to leave at any time.
