The vacant and abandon housing problem continues to be an issue in the City of South Bend.
In the past, absentee landlords have largely been pin-pointed as the problem.
Now some local landlords are speaking out, claiming sometimes it's the tenants.
Landlord, Alicia Ortiz says Allen Townsend was eventually evicted after failure to pay rent. She says that's when he received a ten day notice to leave and he used that time to retaliate.
She claims he scrapped everything for metal from the home, stole all of the appliances and flooded the basement and then blocked the stairs with a pile of junk.
She was shocked considering the tenant did at least two interviews with Newscenter Sixteen about his concern about the high number of vacant homes in the neighborhood.
He also told her he would leave in the house in ruins.
Ortiz says, “I don't see how I'm ever going to be able to fix it. I really don't. I would like to but there's just way too much damage….He made true on his promise, it was never rentable again.”
The tenant says he didn't leave anything in the home. However after touring the home it was obvious there were items with his name on them left in the house.
