WARSAW, Ind.--- After an extensive investigation, Warsaw now knows how much their former street department superintendent stole from city coffers.
According to Stacey Page Online, a report that was released Thursday by the Indiana State Board of Accounts says Lacy Francis Jr. overpaid Pro Form Pipe Lining of Mishawaka $318, 569 for work that was never done.
The report also says that 10 of the 11 accounts payable vouchers that were used to order services and materials were signed by Francis.
The other one was prepared by Francis and signed by another employee.
Francis is currently being charged with eight felony counts related to theft.
Pro Form Pipe Lining president/owner Marc Campbell and field supervisor Kevin Brown were also arrested on a slew of charges.
Francis's wife, Mildred Francis, is also being charged in connection with laundering money through a company that later was discovered to work much like a Ponzi scheme.
Investigators believe the funds she was using were part of the money stolen from the City of Warsaw.
