Former Warsaw city official arrested for overbilling uncompleted work

WARSAW Three people, including a former Warsaw city official, are facing charges for overbilling on work that was never done.

Former Streets Superintendent Lacy Francis Jr., along with two employees from Proform Pipe Lining Inc. out of Mishawaka, were arrested Tuesday.

The billing discrepancies, totaling more than a quarter million dollars, were between May 2011 and May 2013.

Proform Field Supervisor Kevin Brown, Proform owner and President Marc Campbell as well as Francis face numerous charges.

Warsaw Mayor Joseph Thallemer says, "That's really the crux of this, the betrayal of the street superintendent. The relationship we had with ProForm and the betrayal of that trust is at the heart of this matter."

They are each being held on $25,000 bond.
