First African American Elkhart City Council member has died

The first African American elected to serve on Elkhart’s City Council has died.

Bill Phillips, 87, began serving in 1963. That's according to our reporting partners at the Elkhart Truth.

Phillips ran as a Republican and said he felt his party choice was the only way to make sure African Americans were well represented.

Phillips worked at Excel Corp for 23 years, and eventually became the Vice President of St. Joseph Valley Bank.

He leaves behind three children and his wife of 55 years, Loretha.
