U.S. Sen. Richard Lugar is struggling to paint his opponent as a flip-flopping conservative. But the effort may be too late in a race that always has been more about Lugar and less about tea party-backed state Treasurer Richard Mourdock.
Lugar's campaign spent most of last week accusing Mourdock of being "untrustworthy," but its message relied on old information and largely fell flat.
Lugar spokesman Andy Fisher contends it's not too late in the game to define the six-term senator's opponent for voters. But former Indiana Democratic Party chairwoman Ann DeLaney says the race is about Lugar, not Mourdock.
Lugar has spent 36 years building a brand as a bipartisan Washington operator, which is a no-no among tea partyers and conservatives.
