Oakland County Clerk Ruth Johnson says clerks from Michigan's three largest counties will gather in suburban Detroit to propose fixes to what she calls the state's "broken" military voting system.
Clerks from Oakland, Macomb and Wayne are expected to offer proposals Thursday morning at Freedom Hill County Park in Sterling Heights.
Johnson says in a release that a national report lists Michigan as one of 16 states that failed to ensure that overseas troops had enough time to return their ballots in time to be counted on Election Day 2008.
The Michigan Association of County Clerks suggested halting Michigan's presidential primary last January because it was worried military members and others serving overseas didn't have enough time apply for ballots and return them.
