After narrowly winning his seat in 2006, Congressman Mark Souder will be facing a former opponent once again.
Democrat Tom Hayhurst, a former Fort Wayne city councilman, has formed a committee to raise money to challenge Souder next year.
It was a close race in 2006. Hayhurst only lost by a margin of 54 percent to 46 percent.
That's Souder's closest race in eight campaigns.
Souder first won Indiana's 3rd district in 1994.
The democrats spent a lot of money in an attempt to unseat Souder in last year's election but Souder beat Mike Montagano by 15 percent.
