For months, South Bend city officials have been finding ways to trim the budget for 2009.

Even though the official vote will be on November 10th, those cuts won't be official until April.

The city doesn’t have the tax rate for this year, and it’s unknown what type of impact will result from Indiana's new property tax caps.

Officials are expecting that number to be about a nine million dollar loss in revenue.

In the meantime, they're looking for as much input from the public as possible to come up with additional revenue.

At Monday night's public hearing, just one person stood

The rest of the suggestions on ways to trim the budget were from the South Bend Common Council.

Some suggestions were bringing in additional revenue during Notre Dame home game weekends with a food and beverage tax and a hotel-motel tax.

City Controller Catherine Fanello explained major expenditures come from personnel and health benefits but, she says over the last five years, 80 city positions have been eliminated.

The one person from the public who did take the stand questioned if the city might still have too many employees. He compared South Bend to other cities in the Hoosier state.

We asked Fanello, “Do you think South Bend has too many employees?” She said, “Do I think we have too many employees? I don't have anything to base an answer on. We don't have privatized services here. We are offering the services. One of the cities he mentioned was Evansville. Evansville does have services that are privatized so those employees don't show up on the books.”

When the council votes on the budget November 10th, it will be a baseline budget.

Mayor Luecke drafted a letter that will go out to employees on Friday explaining any reductions in force would not happen until after April 1st.

This is not correct. Apparently this only applies to the Police and Fire departments as there will still be employees losing their jobs at the end of the year from other departments.

I read in newspaper this am that Ms.Fanello is changing the price per gallon for gas from $3.90 to $3.29. I question that? Just because gas price is down it wont necessarily stay that way. It is a shame that when she got booted that good ol mayor steve was sooo willing to take her back. He has a real machine there in the Ivory Tower....I have been following the meetings about the budget, I am not so sure any of these politicos really understand debits and credits and how to work a budget efficiently. But they sure do jump on the raise our taxes wagon real quick. They need to learn to live within their means. Change suppliers, vendors, etc. There is too much complacency

Start at the top Mayor Luecke is the biggest waste of tax payer money! Just look at this city in "shambles". "Shambles a failure caused by inadequate planning or organization". Now dosen't this just fit our mayor and his 21st century city. Then get rid of his "yes people" and surounding the mayor and get some real thinkers, willing to make the tuff calls to improve this once great city.

This is what happens when the same people make the same decisions for the same constituents decade after decade. It is mind-boggling that luecke continues to be allowed to rule South Bend. Rampant crime, millions of dollars wasted on pet projects (SB Heritage Foundation), and a broke bank account . . .looks real nice on your resume, Mayor Mess Things up!

Why is it now only 9 million when before it was 21 million? but they sure like to threaten everyone's jobs in order to get what they want...

The only group of employees that will be cut are the Crossing Guards. So the city is not being truthful, or your headline writer is a liar. Which is it?

In a time when the city is facing budget cuts, why did city officials find it necessary to hire someone to "market" South Bend? If the city controller is at the center of making budget decisions for the city, shouldn't she know whether or not the city has too many employees and where it would make the most sense to "trim the fat?" South Bend is floundering under the leadership of political cronies who were put in their positions by funding from local business leaders whose only goal is to make their own pockets fat and could care less about the city's residents. Start trimming the fat at the top. If you can't answer a question about the city's staff, maybe your high paid position should be axed. Who runs this city any way?
