ELKHART, IN - It would be pretty tame as an episode of “Girls Gone Wild,” but surveillance video of what happened at Elkhart Police headquarters last Thanksgiving, was hot enough for two workers to lose their jobs.

While we’ve heard about behavior termed “inappropriate” between police department employees and a female visitor, only now is the public getting a look at what all the fuss was about.

It all started early Thanksgiving morning when a woman with dark hair, a white shirt, and denim mini skirt and white boots entered the lobby of the Elkhart Police headquarters.

The entire episode was recorded by two separate surveillance cameras, although there was no audio.

The woman in question was not under arrest.

"She was just waiting on transportation I believe,” said Assistant Chief Timothy Balyeat, “she resided in Chicago and was waiting on somebody to come pick her up.”

At one point, one of the men working behind the front desk gives the woman a drink.

Not all the friendly gestures were so innocent.

At about 4:04 a.m. the woman stepped into a room to the side of the front desk.

Through an open door, the security camera shows body contact and inappropriate touching between the woman and at least one police worker.

The images indicate that pictures are being taken, and at one point it appears the woman’s skirt is pulled up to her waist.

Around 4:15 a.m. the woman climbs onto the counter at the front desk.

At least two of the three males behind the desk appear to take pictures with camera phones.

One even walks out from behind the counter and enters the lobby so he can take a picture from behind.

"Everybody played their little part. It was just wrong all the way around,” said Balyeat.

The Elkhart County Prosecutor has finished reviewing the video.

While Curtis Hill concluded that the conduct was “unbecoming, inappropriate, and otherwise an embarrassment to the department,” he also determined that the conduct did not warrant the filing of criminal charges.

Balyeat said he was happy to “close this chapter and get on with regular business.”

He said that the police department did a good job of policing itself, and “we’re moving on.”

Earlier in the day, the woman was traveling in a vehicle on the Indiana Toll Road when the driver was arrested for drunk driving.

She was brought to the police department as a courtesy, and was trying to arrange transportation back home.

I can't believe this is still one of the popular headlines for WNDU. But since it still is, I'd like to say... YUCK! There's no telling where this girl has been, or who she's been with, or what diseases she has. Putting aside that these cops should have been working instead of messing with this woman, I think they need to think before having anything to do with a sleazy stranger. Again, I say... YUCK!

These are still our police officers that protect us and have been there when we needed them. God forbid if they are human and still act like men. She was the one pulling up her skirt not them. This does not make them above the law.

Rem - if you had read the previously posted items, you would have learned that the background is a sand dune that is being blown by the wind. It is a background option from that model and program of computer.

The bottom line is the fact that this took place at not only a public building but also at their place of employment. I can guarantee that if something like this took place at my place of employment. Or most other places of employment EVERYONE involved would be seeking other employment! Why should these officers be any different? I'm really surprised that none of the female officers in Elkhart have complained about this fact! Let's just open more of my tax dollars up to a sexual harrasment suit!

M ... are you one of the officers involved in this disrepectable pathetic behavior? You sound like it .. especially when you say that all these ignorant men should've gotten is a slap on the wrist. AND to attempt to pass on negative thoughts to a young 16 year old kid - WHAT IS WRONG WITH YOU? As adults we're suppose to encourage children in a positive manner, not knock them down and discourage them! And if you're not a man, you'd make an absolutely terrible mother. Mother's are suppose to be nurturing ... which is something you obviously lack. The bottom line is, what these officers did was WRONG. Along with taking an oath to protect and serve, there is a code of ethics that they are SUPPOSE to follow ... which you should know if you really were an officer. None of those officers thought how their actions would affect their fellow brothers and sisters, who have to continuously apologize to the Community for their selfish - childish - thoughtless behavior. Fire all of them working the desk during this. The officer in blue did nothing to stop this and it was highly inappropriate for them to take pictures with phones and also not stop her from climbing the counter and coming behind a secure door. The officer should of been charged with battery...the female was clearly drunk and did not have the clear facilities to tell him no.

I feel the tape shows enough...the woman was at wrong also. However, she's not a public servant like the police officers are. These officers should have asked her to conduct herself in a lady like manner but they didn't. At this point they were just at fault as she was. The officers I guess didn't care if they were also being video taped. Two lost their jobs and four suspended not real smart if you ask me.

WNDU, is there more information about this story that was not released? Other posters are stating that more than touching took place, I guess, alluding to actual sexual conduct. Also posted is that this incident took place over a few hours...yet from your story, I thought it took place over the span of about 20 minutes, half hour. Can you, or anyone, provide more information than what was covered in the original story?

A few short video excerpts do not give viewers a true picture of what happened! WNDU should place the entire video on the web and let viewers decide who is guilty of misbehaving. From what we have viewed so far, only a few of the officers reprimanded are on camera.

I don't have a problem with WNDU showing this video. I am appalled that the Elkhart Police Department even involved themselves with this type of behavior. Why wasn't she arrested for her behavior? I don't think the investigation went deep enough. I have often wondered how some of them even qualify for their position.

Embarrassed is an understatement....The new Chief walked into a hornets nest at that department. I wonder what he would have done with all of those involved, probably more than their last weak chief. All of the rest of the people working there now have to be embarrassed for the dumb actions of a few. It's too bad that all the doubters of the police couldn't have one full weekend without them at all and see how bad it can get. Complain as you want, it's your right, but remember who chases the guy that just robbed you and your wife at gunpoint without ever considering his or her own safety. One weekend with no police that would be quite the thing. Don't forget the ones that act right and protect you at all costs to them and their family, someday you may need them!

Well, we've got you beat in CT. Madison CT police officers have been fired this month for meeting w/ prostitutes while on duty (incl. behind schools, nice? Nothing new for police behavior, they are well known to be highly promiscuous, & when married, cheaters. PO's, at least while on duty, should protect those who are not, if only momentarily, at their best to make good decisions. A similar story w/ NJ State Troopers in DEC, 6 guys (4 married, I believe) take turns having sex with one 18 y.o college student,who has now alleged sex assault. If an 18 yo is going to have sex with 6 men in succession, you don't have to be a behavioral scientist to know that something is not right in her head, and she needs your help, not for you to get in line to get serviced. The EH woman's behavior is wrong, but she's probably young, drunk, thought she was still in the club, and it is expected of young women in most clubs now to act like strippers.

WNDU, Thank you for the caring letter from the news director...ha! Now I guess I see how important my family and several others are to your station...NOT VERY! Basically stated if you don't like it, watch somthing else. To tell the truth I miss Ft. Wayne news...Warsaw didn't get to pick we just got switched to SB. I watched the same story on WSBT and they chose not to show the "lady" climbing on the counter and the touching, and it was much more appropriate for the 5:00 hour!

What to say?.....First of all Dean "Kane" is the actor who played Superman. Dean Crane would be the police officer that you spoke about, and he admitted his guilt, immediately resigned his position, and moved on with his life. The comparison you poorly tried to make is absurd. What some of these men would have been construed as sexual assault had it occurred in a public establishment, like a bar or night club. Obviously Mr. Eaton's ultimate fighting career caused him some brain damage, and while he may have done the right thing in some people's eyes by resigning, he only did the right thing for him. Cpl. Kruszynski is the child-looking subject in the video that some of you inquired about, and how ironic that he is being portrayed as a child, kind of coincides with his behavior. These men were given the opportunity of a lifetime to serve their community, and they took advantage of thier positions. Cpl. Rucker continues to act inappropriately at work, just ask the dispatchers!

Hey "M" - You must be a very small man if you feel the need to slam a 16 year old kid who’s always dreamed of becoming a police officer - VERY SMALL! Austin would make a much better cop than any of those involved in this mess. You ever hear of “Don’t judge a book by it’s cover?” If you’re judging (or slamming) him because of his typing skills or his use of verbiage, that’s pretty pathetic! Obviously, this was something he felt very passionate about and wished to express his thoughts so the correct punctuation, etc. probably wasn’t too high on his priority list. And by the way, Austin has been commended by several police officers, who have to work with these fools, for his thoughts and beliefs. I think it’s about time you take a good look at yourself and stop picking on the “little man” to make yourself feel better! In the police world, I believe this is what’s referred to as the “John Wayne” syndrome, "Your nothing until you’re in your uniform." Good thing you’re no longer a cop!

I don't give a rat's *** if these were "red blooded normal American men". If there was a hot man that came into my office, I'm going to still do my job. What these creeps do after hours is their business, but on the clock and with my tax dollars- they'd better keep their hands to themselves and zippers shut. These officers made a vow to serve and protect- not to help themselves and wear protection, if you know what I mean. They are a disgrace to their city, family, and the citizens that they made a promise to. I sincerely hope that their 2 seconds of fame leads to a lifetime of remorse and embarrasment.

Did we really need to see this video? Elkhart Police handled this quickly, so why did the community need to see this video? Such a shame, yes our children do need to watch the news, but at what point does responsible reporting cross the line to shock reporting. If Elkhart tried to cover this up, then hold them accountable. In this instance, justice was served.

No, the police did nothing illegal. That is if you were not working. Their actions were not consistent with the job discription. A police officer is a public servent. What a way to lose the trust of the people whom you serve. This will come back to haunt in the future should conduct unbecoming an officer charges be filed.

I'm really sad to say that I know all of these officers. For those of you who think it's nothing, you are only seeing the tip of the iceburg, there's a lot more touching going on under that skirt that you don't see. And remember, it's not so much what they did as it is that they were supposed to be working and that they were all at least corporals, which meant any of them could be left in charge of the shift. It's sad because he spent 15 years working for this career and always claimed he wouldn't throw it away for something so stupid. He was always very judgmental of other officers' poor judgment, like Dean Kane. Yes, the other officers should have been punished more severely than they were but in the end, it was former officer Eaton that decided to do the touching and that should be punished more.

Austin, as a former cop and astronaut myself, I'd like to give you some advice. You need to work on your communication skills, and, social skills. If you want to work in a big city like Elkhart, you're also going to need to realize that training is not "crap like that". It's serious crap. I'd also tack on a year or two until attending the career center. On the subject...everyonr there should have been given a what in the world are you thinking, slapped on the wrist, and moved on. WNDU needs to replace this headline with a more important one. Like the hops shortage! Cubano Flaco, your sand in Florida is much prettier. The sand dune they showed was pathetic in comparison.

"Inappropriate" is a good word for this to be shown during prime time. What are you doing WNDU? Since ND sold you, you have turned the news into Jerry Springer style reporting. People will no longer watch or support your advertizers. You're doing a disservice to Family Friendly viewers. Plzz. Couldn't you just say, watch the video on-line instead? CNN picked it up because of its blantant shock factor. The police officers have embarassed themselves and acted unprofessionally. Who made the decision to show this during your 6 o'clock news show. What is not being told on the news is that this whole ordeal lasted over 3 hours & what you saw on the video is NOTHING! If that is the only thing that happened, then we wouldn't be here right now discussing this. They are not going to show you the sexual activity that happened for obvious reasons, but I feel they should inform us that there is more to the story then what is being said! Its unfortunate that it happened & that it is officers! We have to remember that there are sick people out there in every line of work! Just seems that public safety gets looked at under a microscope. As far as the kids watching the news & now they are asking questions?? Stop being over dramatic! A girl got bored, a cop hit on her, one thing lead to another and they made out some. And now every religious nutjob and freak in South Bend and the surrounding area has their panties (or, knickers, since they are so old) in a bunch over it. The cop was horny, the girl was horny, the cop made a bad decision by doing something at work with her. Thats it. He is not a pervert or anything like that. I MUST say something. 1st: Why did WNDU bleep out her face, but show the officers? She was of age, and the aggressor. 2nd: Mandi in South Bend's comment: 'Most cops are crooks and are just in it for the money or the recognition of the community.' Are you for real? Do you know how much money a cop makes? Not nearly enough for what they do every day. They run to situations that you run from. I bet when you call 911 (and yes, I'm a dispatcher although not for Elkhart City) you're the one yelling at us to 'get them here NOW!' Let he who has not sinned cast the first stone.

Who in their right mind goes into a police station and acts like that? Looks to me as tho she was looking for trouble. Can't blame the police for just having fun at that time in the early morning.Its ovbvious she was.

How pathetic, police officers at their finest. Everybody is complaining about the woman but those officers are supposed to be protecting not stripping the public. I bet if that woman weighed 300 lbs. she would have been thrown in jail for indecent exposure and probibly public intoxication cuz you know she had to have been drunk to do that.

well... ive always wanted to be a police officer. not just beacause my parent works there but because i wanted to help out the community and protect the people that live around here!!! in two years i will go to the carrer center that my high school offers and i will take classes on how to be officer and crap like that... and just for the record im im 16 years of age and some day hope to be a police officer in the Elkhart district or some where big... im just some kid who wants to be an astranount when i grow up and then change my mind but what these fools did was UNACCEPTABLE AND TOTALLY UNCALLED FOR... thats right your gettins slammed by a 16 year old kid... i hope you feel like an **** because i know i would but its people like you that make people like me able to learn from your stupid inconsiderate mistakes... or should i say you guys are just plan out perv's who by the way shouldnt be protecting the people of EKLHART, INDIANA OR ANY other place for that matter...

Im a 19 year old student attending ivy trch to become a police officer for elkhart.I have went on ride alongs with the police officers there. They were very proffesional about there job. But from watching this video it changed my whole look on becoming a police officer...

It's a shame to a certin point those officers ALLOWED that young lady to carry on the way she did, only because they were enjoying the young lady carry on the way she was, which clearly was inappropriate. Bottom line those officers she have called for a female officer and had her removed. Not to just let it happen. It's disturbing because it could be a relative and to know they took advantage of the issue instead of addressing the issue in a professional manner. It's makes us as citizens be look at our officer with a negitive view, and they are the cause of it so it's a shame for them to be so under handed just to get a peek. What would they do in other issues. Kinda makes you wonder I really be potected, and how are really looking at me!

The police were wrong and punished. The girl should of been punished. I understand WNDU showing the video. I do not understand why we have to see it every thirty minutes now. People need to stop sticking up for these people because they are policemen. Policemen aren't any better then the rest of us. Just because they walk around with a uniform doesn't mean that they are good people. Most cops are crooks and are just in it for the money or the recognition of the community. When they are recognized by "helping out" the community, it gives them something to cover up all their flaws. The animal that you guys call a "women" is just disgusting and it's a disgrace.

Wow, you are certainly good at putting words in people's mouths. I never said it was appropriate for kids to watch. Fortunately for my kids, I'm smart enough to know that the news in general is not appropriate for them to watch. I'd hate to have to explain most of what I see on there to them. As for your insinuation that you are some how more Holy or righteous than me, I am a fine Christian man. I'm active in my church and carefully monitor what my kids watch. Dragon Tales and PBS stuff mostly. Frankly I'd submit that while the conversation you had with your son may have been uncomfortable, at least you were there to talk with him. Most kids learn about sex in school or from their friends. Most parents put off those discussions far too long for them to do any good. If anthing, your kid might be better off for having seen it and having it explained to him rather than coming up with his own answers.

My daughter is 5 years old. I had to talk to her about calling 911 because of an accident we saw and telling her that if she needs help call the number and the police will come. Last night we were watching the news, and she said, Mommy, the police are bad, I don't want to call them anymore. Great, Thanks EPD. (I ended telling her 911 goes to fireman so she will call if needs too)

It is not only the fault of our police department but also hers. Charges for all in my opinion! What are we teaching our children its ok if your a cop

Police are paid to be professional no matter the situation, this is in no way excusing the actions of the woman anyone can be cheap and easy, but I feel that they are in a job where they should be held to a higher standard.These are the same people that testify in our courts as unfailing sources of information.They must keep themselves from their baser instincts.If the temptation of a woman catches them what about money or power? That shows a culture of corruption many complain about when it comes to police ...The rules do apply to them as well. As much as I hate to say it those involved are a disgrace to their badges and their department.

If these men weren't in uniform and on the clock I wouldn't care. What they do on thier own time is their business,but they were in uniform and on the clock. They are supposed to be upstanding citizens and they represent the community. This is not the behavior I would want to see representing my community. The safety officer involved in this incident is the younger brother of a former Elkhart Police reserve officer who passed away after devoting almost all His time and energy to that department. This is a poor way to honor his older brothers memory

Yes, their actions weren't right BUT what the heck was she doing up on the counter like that? She was there for the attention or the arrest, I dont know. Why is everyone concentrating on them? Men are gonna look --- cops or not. And she sure made it easy on them. They should have been professional and done their jobs but she is just as guilty of taking her stripshow out of the strip clubs and onto the counter of the police station.

Curtis Hill is a good and honest person. He has done a great job. I have observed actually him being HARDER on his own staff and police for thier misconduct than on regular citizens. However, as it said this did not break the law. You can make up laws just because you feel something is morally wrong.

Chaz & "Smartest Man" (Ha), I don't know what you let your kids watch...but amiture stripping isn't one thing my pre-schooler and I sit down to watch in the evening. You as a man would think this thing is okay for young children to see...I mean after all there was no nudity. PLEASE! We watch things like the wiggles and CHRISTIAN videos like Veggie Tales. I don't care if there was nudity or not I did not appriciate seeing this woman parade her little self around infront of grown men, neither did my young son (thankfully). I dont think you people need to be complaining to WNDU that a warning should have been addressed before showing the video...theres no nudity, bloody images, or any intense language....whats to warn about? It would be just the same showing a robbery on a security camera at a local gas station and the attendent getting pistol whipped upside the head....I bet you guys wouldnt be complaining about a warning then.. And another thing...the video doesnt show anything close-up, If anything I'm sure most of the kids had no idea what they were watching on TV UNTIL the parents started lashing out bringing attention to it...then the kid would pay closer attention to whats going on...Just my 2 cents..

I'd rather explain to my kids the basic nature of human sexuality than try to explain the stupid violence and murder that's on TV everyday. First of all, there should have been some type of warning before this was aired on TV...even though there was no nudity, the suggestive nature should have been addressed... This was reported in extremely poor taste, and usually people are watching the news while having dinner...children were exposed to this that shouldn't have been. One thing, well two..to bad she didnt get paid..now her pics will be posted all over the INternet The police officer, whose face was not blurred I would bet his family, and his wife.(if he has one)..girlfriend, and children have been humiliated...and thats good. How they forget about their past!!!!! I think this was a embarassement to the whole dept, and there are good ones on the force. I feel they should all be gone!!! I do agree that everyone has flesh that will cause you to do some stupid things. But, I also know that when you take and oath, especially when you have a duty to uphold the law, and you have the authority to arrest somenone for the same things that you do then that's a problem you can do them and not be prosecuted becuase of your status in the system but when a regular citizen does the same thing it's throw the book at them, leave it up to a judge to determine what happens to them. This is why we as citizens DO NOT have respect for law enforcement. A few bad ones make is bad for those that are really there becuase they love their jobs and want a safe community. Any time I am pulled over I call my husband right away on the cell. One day I was stopped by a B.H police and I called my husband the officer said you are a big girl you don't need to call daddy i thought that was so unprofessional.It's scarey out here with law enforcement on the streets and in the court room.

I recall a person being arrested for taking pictures up a woman's skirt, didn't the copes do the same thing? Why weren't they charge with voyeurism????

I have the same question as Tracy. Is that a little kid in the video behind the counter to the left of the policeman? Can WNDU clarify this? These guys had to know they were being filmed and thought nothing of it! So glad they're in control of themselves while they're at work. Hope they aren't married, but they probably are. Guys think with their privates, not their brain.

haha are we surprised that people that uphold the law have done wrong. From a " mans" stand point hold a piece of meat in front of a starving dogs face he's gonna bite! but i guess the most disturbing thing is EVERYONE behind that counter took pictures of this woman " stripping" how many of them had wives, fiances, or significant others. hmmm bet they didnt go home and say " hey honey look what we did at work!"

In response to the "little kid" Tracy was wondering about - I am pretty sure that is one of the men in question as you watch the video - you see him snapping pics too. It is also hard to judge without sound as I don't think she was much of a victim here and definitely just as guilty. She had to be saying something for all that to happen. It is definitely appalling, but she was trying to bring it on it appears as well. It almost seemed high schoolish on all their parts, or a frat party or something. I wonder if she was drunk as well since her driver was. It is appalling but it wasn't criminal - she seems to be initiating it and as immature as guys are they were stupid enough to go along. And I am a female. I, too, feel sorry for the families that view this.

I remember the 70's and 80's none of this stuff ever happened...I know alot of the old cops and detectives back in those days NOTHING would of happened as it does now.We need to go back to the 70's and 80's... They need to hire older men and ladies for these jobs as there more mature than what Elkahrt has now including ECPD

If I hear one more time about Mr. Curtis Hill protecting one of his own I am going to just scream. You obvious do not know what you are talking about. The person that some of you say Curtis Hill protected is a stand up guy and admitted his mistake and was shown no special privileges. I know this man and he was man enough to stand up and take his punishment like a man and asked for and received no favors. So get it straight! Curtis Hill is a good Prosecutor and does a great job. Dont hate the person that you dont know!

What happens in the police department stays in the police department..But there shouldn't be no female on the counter posin like that and the cops were just sittin there takin pictures.. and these cops should get fired plus charged with porn pictures.. And all that is gonna happen is these cops are gonna get PAID LEAVE..WE HAVE TO PAY FOR IT AGAIN.. Should I trust officers around my wife n daughter HELL No...

Yeah the cops were wrong.. However, there's something to be said for being drunk stupid and acting a fool. She appeared to enjoy the attention and she's not the one who complained. So while the guys were wrong for what they did here there's a lot to be said about her behavior too. Yikes..

So Curtis Hill has decided not to press any criminal charges again. That is good because bad judgement is a crime. Driving while intoxicated is a crime but Hill decided to support one of the investigators on his who staff got arrested for that. Yes the officers made a mistake but our prosecutor should be doing his job and prosecute crimes, not try to mandate morality.
