A state panel has approved changes to Indiana's A-to-F grading standards for public schools despite complaints that the new rules are too complex for schools and parents to understand.

The Indianapolis Star reports the State Board of Education voted 6-2 Wednesday for the changes.

Indiana's grading scale will now be attached to a new evaluation system that gives schools more credit when students' test scores grow faster than their peers. The changes also add new measures to
gauge how well schools prepare students for college and careers.

Educators and education-focused groups opposed the rules, calling them too complex and contending that one growth measure was potentially unfair to schools.

State schools superintendent Tony Bennett says the goal was to create a flexible policy that can evolve over time.
