South Bend, Ind. South Bend residents will still have to pay to park cars on their front lawns during Notre Dame’s first home game this weekend.

The Common Council was supposed to vote on whether or not to repeal the city’s current game day lawn parking ordinance Monday, but they postponed the vote so Councilwoman Karen White could weigh in.

Under the current rule, residents must apply for a permit to have cars parked on their front lawns – something that’s only allowed during Notre Dame home games.

A permit costs about $50 per weekend.

“If anything, it's just kind of an additional tax on those who live there, would like to have friends, family or even make a few dollars on their property,” said Councilman Gavin Ferlic, who’s sponsoring the change.

Several residents approached him about eliminating the permit process after gathering dozens of signatures in support of repeal.

They say the cost is unnecessary and unfair.

But, with football season days away, some council members are concerned about the timing of the proposal.

“I believe this is the type of ordinance that we should have discussed earlier in the year or we should just wait until next year to discuss,” said Council Vice President Oliver Davis.

He says he needs more information from residents, code enforcement and police before he can support the change.

The council plans to consider the measure again at its Sept. 9 meeting. If approved, that would allow the changes to go into effect by the Sept. 21 game against Michigan State.

By law, at least ten days must pass after an ordinance is approved before it’s implemented.

Residents must still apply for lawn parking permits for the Notre Dame vs. Temple game.

Council President Derek Dieter says the city will still accept applications for the entire season because residents get a discount if they pay all at once. If the ordinance is repealed, he says that money will be refunded.
