SOUTH BEND A smoking ban proposal will go before the South Bend Common Council for the first time Monday night, but it's not the first attempt to pass an ordinance.

The council considered a similar ordinance back in 2012, but when it was clear there wasn't enough support, the idea was killed.

Council members Gavin and Fred Ferlic, Valerie Schey, and Tim Scott are sponsoring the "Clean Air Ordinance."

They are giving the idea another shot because they say it's fair for all workers.

But Councilman Derek Dieter says it's not their place to tell private businesses whether they can allow smoking inside or not.
