Six-story downtown South Bend apartment project deemed 'unfavorable'

SOUTH BEND South Bend developer David Matthews has been trying to put up a six story apartment building at Niles Avenue and Jefferson Boulevard.

That's one story higher than the city's recommended height limit for the area.

In April, his request was rejected by the area Board of Zoning Appeals.

On Tuesday, Matthews brought the project before the Area Plan Commission, hoping for more sympathetic ears.

That didn't happen. The plan commission voted to give the project an unfavorable recommendation.

However, this time, the final decision will be made by members of the South Bend Common Council.

The city administration has already endorsed the project.
