SOUTH BEND, Ind. The South Bend Common Council will take up residency requirements for city workers on Monday.

Some say having city employees live in the city would make them better connected to the people they serve.

They also say it would carry economic benefits, spending their salaries closer to home.

Opponents say residency requirements cannot be imposed on about half of the city's workforce.

The courts have ruled that police and firefighters are exempt.
