Health officials in South Bend want to pass a measure that would prevent massage therapy from being used as a front for prostitution.
The health department wants the St. Joseph County Council to require massage therapists be certified by the State Board of Massage Therapy.
That means they would have to pass a background check, an exam, and prove they have completed training.
It all comes after an arrest was made at city massage and Spa on State Road 933 in Clay Township.
Police arrested Fengqin Xue, 34, last April.
They said she offered sexual acts in exchange for money while she was working there.
