ELKHART, Ind. - According to our reporting partners at The Elkhart Truth, unsafe speeds and pedestrian actions were both a factor in a fatal pedestrian crash that happened Saturday afternoon.

A report from the Elkhart Police Department has confirmed that while speed did play a factor in the crash, a pedestrian walking out in front of the vehicle was the primary cause for the incident.

Joe Scroggins, 72, was struck and killed while walking in the 2200 block of Cassopolis Street on Saturday afternoon.

The driver has been identified as Elizabeth McDaniel, 35, from Edwardsburg, Mich.

The street was closed between Emerson Drive and Woodlawn Avenue for three hours, essentially cutting off traffic just south of C.R. 6.

No citations have been issued for this crash so far.
