UPDATE: Police arrest suspect in East Race flashing case

A man suspected of exposing himself to victims in South Bend has become known as the "East Race Flasher." Now, police say he is behind bars.

The South Bend Police Department made the announcement via Twitter late Saturday night.

Turns out, the "flasher" is a previous sex offender out on parole.
Curtis Nipper, 43, is a suspect in at least four incidents that have taken place over the last two weeks.

Nipper was released from prison in February. He was convicted of child molesting in 2007.

“The fourth of July he took it a step further where it wasn't just simply exposing himself, he actually approached a couple of elderly females naked and grabbed the butt of one of the females,” says South Bend Police Lt. Joseph Galea.

Police officers in plain clothes set out to do some surveillance on Nipper Saturday. One officer spotted a man that matched the suspect's description. When they got close to him, the man took off on his bicycle. An officer eventually caught up with him near LaSalle and Main.

Officers contacted Nipper's parole officer and informed him of the parole violation. Nipper is being held at the St. Joseph County Jail.
“When you deal with someone who has been in prison, who has a bracelet on and is down doing these things, it’s very disturbing sometimes,” says Derek Dieter.

“This is one of those instances where we had the information, we had the overtime patrols going, we had a great job by the afternoon shift when we called out where this person was and then stopping him and getting all of the information, so every different part of the police department worked very well to catch him”.

Lt. Joseph Galea tells Newscenter 16 that there could be more victims out there.

The case has been handed over to the prosecutor's office for review.
