ELKHART The city of Elkhart has been a much quieter place in recent years, as evidenced by the number of noise complaints lodged with city police.
The Elkhart Truth reports that the city tallied more than 1,131 citations in 2009. That number fell to 972 in 2010, and 415 in 2011. The number rose slightly to 524 in 2012. So far this year, police have handled 163 complaints.
Mayor Dick Moore campaigned on a tougher noise ordinance seven years ago.
Fines for noise violations range from $250 for a first offense, to $2,500 for a fourth.
