Scott's Auto Sales has been fined $25,000 for failing to deliver vehicle titles.
Numerous customer complaints began last summer and since then the secretary of state's office has been investigating the shop.
In September 2013, Scott’s Auto Sales abruptly closed shortly before the secretary of state's office could begin their inspection.
However, sales documents were found in the abandoned building, showing several violations of Indiana statutes and regulations.
Violations ranged from failure to deliver titles, to continuously issuing fraudulent interim paper plates to customers who could not get a license plate at the BMV.
