The owner of multiple fraudulent businesses in the Elkhart area has come one step closer to justice.

The Elkhart Truth reports that the U.S. Labor Department ordered John Levy to pay more than $11,000 for mishandling employee retirement funds at Romaine, Inc. Levy is accused of withholding that money from employee paychecks in order to put it into retirement funds, but he never followed through with the promise.

He's now banned from ever operating employee benefit plans.

This is just the latest in a string of problems for Levy. In 2009, he settled with the Federal Trade Commission for problems with his many companies, including Wintergreen Systems, Market Development Specialists, and Koldcare.

He resold electronics, promising rebates of up to $150 to customers, but those rebates often never came through.
