Elkhart puts moratorium on sewer services outside city

It's been a battle for months, so the city of Elkhart is looking to stop new problems before they begin.

Mayor Dick Moore says the city won't extend water or sewer lines to customers outside city limits until the property is annexed by the city. He says that will eliminate tensions that arose in the past, with county and city butting heads over a controversial sewer compact fee.

“While I think it was a benefit to many to offer the system associated with a fee, it appears from what we have learned it is in the best interest of all if in the future to require annexation," Mayor Moore said.

Moore says a new state law makes it more difficult for cities to negotiate sewer agreements.
