Elkhart Mayor Dick Moore plans to submit another proposal aimed at ending the more than nine month long sewer debate.
Moore will formally submit what will now be the fourth compromise proposal at Monday night’s council meeting. According the Elkhart Truth, this time the mayor wants to phase out the traditional fees in favor of a surcharge.
The dispute has centered around how commercial customers outside the city limits should be charged for sewer service.
The mayor stuck with a formula that relies on assessed property value to calculate monthly charges while Republicans want to switch to a surcharge based on usage.
A rate study would take place in 2017 and take effect in 2018.
