Elkhart mayor Dick Moore has agreed to compromise on a proposed tax fee ordinance for the city.
This follows a flood of concerns about how the fee would affect low-income residents.
In a letter to council members, Moore outlined a plan to offer exemptions for those who can prove their need, reporting partners at the Elkhart Truth.
The plan would require residents to apply for an exemption to the proposed $11.35-cent monthly fee and they would have to reapply every three months.
The council is expected to vote on the trash fee ordinance Monday night.
