A long time feud with the City of Elkhart and a county subdivision is finally coming to a head.

At the beginning of this year the city demanded an Elkhart County subdivision, Valley View Hills, start participating in a new compact fee agreement for water and sewer fees.

The subdivision borders on the Elkhart county line.

For years residents have received Elkhart's city water and sewer services and paid three times the regular rate.

Recently Elkhart enforced a new compact fee on the subdivision that charges each homeowner fifty dollars a month plus the regular rate.

Neighbors must decide if they want to sign onto the compact or possibly apply to be annexed into the city.

“The City at this point doesn't seem interested in annexing The Valley View Subdivision area, because it's more financially sound to provide water at three times the rate or under the new agreement fifty dollars per house plus straight rate,” says Elkhart city council member David Henke.

As part of the compact agreement the city has the right to annex the subdivision.

Neighbors are worried that no matter what they do they won't have a say in the matter.

They plan to present their own plan to the city council at the next meeting.
