Elkhart County, Ind. A 26-year-old woman is dead and her killer has still not been caught - nearly three years after the crime.

It happened on August 8, 2011 around 11:30 p.m. in the 28000 block of Melody Lane in Elkhart County.

Investigators believe she had just gotten home from work when she was confronted at her car. Lt. Cindy Kilgore says Starr was taken into her back yard and neighbors could hear screaming but she was already dead when police got there. The perpetrator had unscrewed the front porch light to make the front yard darker.

Jessica's older brother, Frank Starr, says he was at work when he got a phone call the next day from his wife about Jessica's murder. He had a close relationship with Starr as they grew up.

"She was my little shadow," he said. "Everywhere I went and everything I did she wanted to do with me."

Starr volunteered at the humane society and woman's shelter, as well as the Special Olympics.

If you have any information on this case, please call Michiana Crime Stoppers at (574) 288-STOP or 800-342-STOP.
