The South Bend Common Council has passed a measure that would allow the city's first tattoo parlor downtown.
The measure would rezone the area needed to make way for the parlor. A special zoning board gave the proposal a favorable recommendation in December.
The Bicycle Gallery is already a functioning art gallery at 127 W. Washington, but will add tattoos and piercings to its business. It will be open Monday to Saturday, 11 a.m. to 7 p.m.
