Benton Harbor Benton Harbor's school board insists that the district will not be appointed an emergency manager.

A state review team looked into the district's finances, including more than $15 million in debt., recommending that the governor declare a financial emergency.

However, the board says if that happens, they plan to enter a consent agreement with the state.

According to our reporting partners at The Herald-Palladium , a consent agreement would allow the district and state to work together toward a solution.
