Lawmakers discuss elected judges, protecting officers, schools

Two top Indiana lawmakers say Democrats and Republicans are close to compromises that could end the legislative session. Hoosier lawmakers face a Sunday deadline for adjournment.
The session for sure will not end Thursday. Both the Senate and the House have adjourned for the day and rescheduled the start of the session for Friday. Although, the little action they took was of local interest.
There have been a lot of tributes paid to fallen Mishawaka Officer Cpl. James Szuba, and Thursday brought another one at the State House. Lawmakers in both houses passed bills that would increase the penalties of someone who causes the death of a police officer because they were fleeing police on a chase.
That bill passed despite some concerns about treating such accidental wreckless deaths the same way as the law treats someone who shoots and kills an officer on purpose.
“It enhances the penalty for someone who kills a police officer when fleeing police. Police officers put themselves in the line of danger when they are trying to stop fleeing felons, and this makes sure the penalty I think is proportionate when it causes their death,” Rep. Ryan Dvorak-D South Bend said.
Some lawmakers don’t think there needs to be anything done to increase the penalties because you are mad at an offender.
“To me, when your talking about raising offense to an A felony, and a sentence up to 50 years, then those should be reserved to people you are afraid of, not simply people who you are mad at ,” Rep. Greg Steuerwald-R Avon said.
The vote in the House was 67 in favor and 28 against, the Senate voted 36 in favor and 14 voted against. Of course there is nothing retroactive about this law it would only apply to cases in the future.
The elected judges bill that calls for elected judges in St. Joe County, that was placed on the calendar for a possible veto vote, NewsCenter 16 was told Thursday that is not going to happen.
They were testing the waters to see how Republicans might react. They learned more Republicans were more interested in supporting the governor then voting the way they voted last year on the bill, and that the veto would have been more than likely upheld. That bill looks dead for this session.
One of highest pressing issues still unresolved by the Indiana House is the funding cut to Indiana schools. Lawmakers are looking at a School Spending Flexability bill that allows schools to use 10 percent of maintenance or building construction accounts to keep programs and teachers.
The real danger as this session comes to a close is the fate of the spending bill is tied to the fate of other bills.
" Not to have our children held hostage by any other bills out there, there's like four or five pieces of legislation out there. I think they should stand on their own, if they want to lump other pieces of legislation together leave the children alone," Rep. Gregory Porter-D Indianapolis said.
The state cut $300 million statewide from schools, if this bill passes it will restore at best $80 million of that.
