There is a law on the books in South Bend that calls for strip bars to close at 10 PM and some feel it is time to enforce it.
The call comes in the wake of the shooting outside the Torch.
The group Citizens for Community Values feels the shooting could have been prevented.
"We ought to be enforcing the ordinance we put in place to deal with exactly these kinds’ public safety issues which happen in the wee hours of the morning," explains Patrick Mangan, Citizens for Community Values.
The ordinance spent years in legal limbo.
It is since been dropped because the strip bar owners who brought it went out of business.
While there is nothing stopping the city from enforcing the 10 PM closing, a judge previously ruled that portion of the ordinance was illegal.
The city feels enforcing it now, would simply bring another court challenge and a similar ruling.
