South Bend leaders say the city's budget is in dire straits. Right now, a local option income tax is the only option on the table for raising revenue lost to the circuit breaker.

If a local option income tax raise is passed, leaders say budget cuts in South Bend could be bearable, while the city of Mishawaka could end up with a surplus.

It's a tale of two cities.

In South Bend, city leaders are trying to chop 18 million dollars out of the budget by 2010, while Mishawaka looks at a more manageable 2 million in cuts.

So why is there such a big difference?

“Our last five years have been the biggest construction years ever in our history, this year we’ll triple our biggest construction year ever,” says Mishawaka mayor Jeff Rea.

Rea says the city has also cut back for the last five years, which comes with challenges.

“Everyday people call and say, ‘I want more police patrols, I want improvements to my parks,’ but also that ‘I pay enough taxes,’ so it puts a big burden on all of us to figure out how to operate more efficiently,” explains Rea.

South Bend leaders say they have also made cuts. But with 40 police and 53 firefighting positions threatened by the circuit breaker, Mayor Steve Luecke says it is time to look at other ways to raise revenue.

“We’re really taking a hard look at the option income taxes as a part of the solution for providing the services that our residents and our businesses want, and we need to have South Bend thrive,” says Luecke.

The leaders of two of the three major entities in the county: Mishawaka, the county itself, and/or South Bend, have to approve any income tax hike.

If the maximum is approved, South Bend would try to cut 2 million dollars, while Mishawaka parks, police, and development could benefit from a considerable surplus.

“The option income taxes that we currently have were not voted on by Mishawaka, they were voted on by South Bend and the county, and we benefited from them,” says Rea.

The maximum amount income taxes could be raised under House Bill 1001 is 1.25-percent. South Bend would need the maximum raise to get them to a 2 million dollar deficit, while Mishawaka could break even with just a .25-percent increase.

The deadline for a decision is mid-October, but lots of residents have already made up their minds on the matter.

This is not about Republican or Democrat, It's about CORRUPTION AND MISMANAGEMENT. Anyone can highlight success and ignore failure to paint their own picture, it's unbelieveable how many people hypnotize themselves with bias. Siding with Republican or Democrat is like siding with white or black. United we stand, until their on the wrong side from "your" perspective.

Anonymous..what is your point?? I know how many fires there were. I am not an FD hater at all. What I am saying is there are far more EMS runs and if we need to hire more of anybody..it is them..not fire fighters. Our fire department does an outstanding job. There are the old timers that are still ticked off about the EMS merger and you may be one of those, but besides that, we have a great department in Mishawaka.

If officers from all cities/counties have jurisdiction on law breaking citizens, then why don't we see these officers policing the cities/counties they are not employed by while they're "passing through." Give me a break about how they have jurisdiction throughout the state!! I'd like to see it exercised.

To Todd, the FD hater. According to the cities website in 2006 there were 30 residential fires, 28 commerical fires and 15 apartment complex fires. That equals 73 fires in 2006. which comes out to a fire every 5th day of the year.

South Bend is Democratic. Mishawaka is Republican. South Bend cops not reliable. Mishawaka cops always on time and reliable and within budget, no internal graft. No you see what is happening. South Bend is being vacated and turning into a urinal. Mayor Leuke? No likeee Leukeeee!!!Mishawaka cops deserve bonuses; South Bend deserves the dumpster.

I live in Mishwaka. Why should I have to face a tax increase because South Bend is mis-managed? I could deal with a .25% increase to fix Mishawaka, but I feel that South Bend's problems are a result of South Bend. Can I even vote for the South Bend mayor? The sad thing is that it looks like this can happen even without Mishawaka's approval. Maybe South Bend should have used the money they put aside to build another airstrip to pay for some kind of useful infrastructure (Police, Fire, attracting business).

I have to agree with Dustin on this point, and those of you who are regulars here know that we don't share much ideology. Daniels (and the state legislature - let's not forget them), through HB1001 did shift the burden of funding local government, back to local government. The problem is that South Bend has been mismanaged and corrupt for so long that its incompetent "leaders" grew to count on state handouts, and now cry in their take-home vehicles that the golden goose is dead. Last time I looked no other cities in the state were threatening public safety cuts. But while Dustin the Dem operative likes to deflect blame onto Daniels in an election year, he fails to explain all the TIF money re-directed to Luecke's cronies. Your local government is dirty, folks, and it sounds like a lot of you are beginning to realize it. Good luck to you.

"XX amount of years in prison and a $$$$ fine" we see those signs, but the criminals never pay, cause we are too loose. The cops are over budget, but how many fines did they enfore. How much rent did the local governments charge the people who had to stayed in jails. HOW MUCH OVERTIME MONEY DID SOUTH BEND & MISHAWAKA PAY IT'S FIRE FIGHTERS AND POLICE. 10 days per month, 10 months per year and most have second jobs. They all have coosh jobs. OK, so they put there life on the line. So does the over the road trucker. Look at the crime rates of each city and the punishments served. South Bend is a run down city and Mishawaka is building new. I moved away from both cities, so I am not a resident of either. WHY DONT we make the people in jails pay rent or work off the time in chain gangs. Financially we do not hold people responsible for there wrong actions.

Democrats, no matter what you try to say, Mishawaka is a well ran city. Of course we always get the usual wine and dance story of needing more fire fighters..but if anything, we need more paramedics. Fire calls in Mishawaka are far over numbered by EMS calls. Mayor Jeff continues to do a great job! Just this month four major retailers announced they are moving here. We attract businesses that most City's our size can't touch like Ruth Cris. Now who's laughing about selling only the first of 3 lots on the river for a dollar? They made more then enough off the other two and it looks absolutely beautiful down there now! I have lived in Kokomo, Anderson, and Muncie also. Mishawaka is a great city and has a lot going on for it.

South Bend...look at Fort Wayne, they spend and spend the Democratic way, too! We copied SB and are building a Baseball stadium ($100 million ) and the city wonders why it's short on money. Go Mayor Rea, it's great to see an elected official with a business and common sense approach to tax money!

So Mishawaka may have a surplus that is because the Mayor has already cut jobs, expanded the city by thousands and has not added extra police or fire personal. They pay more for Insurance and the Mayor is now talking about taking away contracts from the police and fire, what an idiot. Dont he see why Mishawaka is safer and better to live in is because of these dedicated people who protect the city. How can you have to many protectors?? Mishawaka is between SB and Elkhart, why do you think they dont have the problems like those cities. People know Mish PD has a reputation they dont put up with the drugs and crime. Way to go being a better city, just keep up the good work and dont cut services. You have a good thing going and keep it that way or we will all pay

I think it is ashame that our children will have to fend for themselves crossing the street. Take away crossing guards,take away after school programs, and park dept activities, take away policeman , but lets put more money into the hall of fame and new construction downtown. WHAT HAPPENED TO "FOR THE KIDS!" evidentially not an option is South Bend. My kids are grown-- but I do have grandchildren. Right now I wish they didn't live in South Bend

Anyone who looks at patterns, could see that South Bend was heading for disaster over 10 years ago. Where did they build all the stores, restaurants, parks, paved the streets, the mini strips..Mishawaka. Where are all the boarded up houses, that have popped up even more over the past 5 years? South Bend. I got out of there over 15 years ago, and happily live in Mishawaka now.

Government at ALL levels has gotten too fat. I'm VERY glad for the property tax cuts. The city needs to learn to do with less. DO NOT raise the county option income tax!!!

The problem lays with Luecke and the democratic machine. Tax and spend, waste and waste, pork and pork. Cut the mayor, get someone actually qualified in there, and things will improve.

Go Mayor Jeff! Mishawaka is in the shape it is in not because it's half the size of South Bend, but because it's run twice as well. Mayor Beutter's twenty years of restraint have rubbed off on Mayor Rea who's in charge now. Keep up the great job Mishawaka City Employees.

Dustin, please elaborate on your point of blaming the governor for shifting the burden from the state to local government. What funds are not now available to St. Joseph County and South Bend that once were due to the governor's actions? I think it's an appropriate question given your statement. Thank you.

South Bend would have to make cuts, substantial cuts, regardless of whoever is in the Mayor's office. Luecke, Manigault, Bill Davis, you name it. The blame lays with Mitch Daniels. While he is running ads crowing about how well the STATE is doing, CITIES and COUNTIES around the state are forced to make cuts. Some more than others, but cuts all the same. Daniels shifted the burden from the state to local government.

Anyone ever consider investigating the procedure to recall a mayor? It's been done elsewhere. Beats complaining about the present situation or waiting for the next election and would send a strong signal to the party in control.

Lou from South Bend is more on target than you might have thought: notice he used the word "ruled" rather than "governed". That's a fitting description, seeing how Luecke and the past several administrations have done whatever they felt like doing because they have no fear of losing an election. South Bend voters (within the city limits, remember) will always go pull the Democrat lever in local elections no matter what. And Susan is spot-on as well: look how many of Luecke's democrat cronies have benefitted from TIF funds: Gates, Mullen, Nemeth, Gibney, and of course Kernan and his Field of Dreams. How about DLZ and their connection to Fanello? Can you say conflict of interest? And more importantly, why don't you ever hear any of that reported in the local news? South Bend needs to wake up and smell what the mayor is shoveling....

One city with an eye pointed toward the future, the other living in the past.... And without a clue!! Mishawaka sits there and waits for South Bend to fail then they pick up the peices,put something together and create a tax base. And jobs. I lived in Mish for 25 years. As soon a I can get out of So. Bend, I'm going back to Mishawaka.

Is there a way to impeach the mayor? He has done a HORRIBLE job and is costing ALL of us money the longer he stays in office. I'm not worried about the governor ... he's on his way out the door already.

Mayor Steve, stop the charade! It's obvious that you want to push your agenda for passage the option tax. Threatening to lay off vital workers is your attempt to get the community to accept this additional tax. Instead you may rile up the voters...especially those who see how your are actually spending our tax revenues. Notre Dame doesn't need your largess and neither is it appropriate to give Madison center curb and sidewalk money or to spend money on the exteriors of buildings in downtown. Prioritize!

I just watched this on News 16 at 11pm and it seems to be quite a different story that earlier reported. Tonight you make it sound like the officers are the bad guys. Particularly the officers with such called "take-home" cars. These police officers do no have an office that they work out of, one thing you failed to show was that the squad car is their office. Once an officer walks out his front door to his "take home" squad car his is in the office and on duty. I for one am glad to be protected by the men and women who choose to do so, and wish my local news crew would stop trying to push there opinion on the public. This story like many other stories do not show an accurate view of the facts, just the facts that prove a point made by that particular news station or crew.

What was the 1% state tax starting last Jan. for? I thought this was to help the citys because of the proerty tax relief that was voted for? Lack of road repair now because of this?? What happen to the wheel tax we are niow paying in most countys? Cutting school cross walkers saving thousands? I was a patrol boy for a couple years in school? Why not bring that back and ticket speeder for awhile that would slow drivers down plus put funds in the city(Tickets)

The Demopublicans who run this town need to get a clue. Nepotism is an issue with all parts of this government. We need to stop with political parties at the local level. Every candidate for themselves. Most voters won't know what to do in the voting booth. Things will somehow "work out". Jeeze

Derek, As long as the police officers are within Indiana they Do in fact have legal jurisdiction. A Mishawaka officer can just as easily arrest someone in SB if needed..Just a pointer..

Dont begruge the cops their donuts They deserve them like anybody else deserves a break. Im sure if they was called they would say wait till I finish my donut! With that said Remember the fix all option tax and the wheel tax, Well It didnt and wont work. The idea is to quit spendingI once heard one of the commissioners make the remark "Its only ten thousand dollars" with a mind-set like that its no wonder were in trouble. The only solution is to fire each and every commissioner at election time. We have far to many people vote for someone becasuse they are of a certain party. BAD IDEA. I want Steve Ross back who put the brakes on spending and had the backbone to speak up Want a good start getting out of the red? Sell the Hall of shame to Notre Dame or some other fool willing to take a red herring off our hands.

Wake up residents of South Bend! Mayor Steve has no interest in the lives and welfare of the citizens of South Bend or the surrounding area. If he did, he wouldn't be pushing for this substantial county tax increase. Sure, he will say that the loss of police and firemen will negatively impact the city, but what will the tax increase do to families that are already stretched thin with job losses and high prices for gas and groceries? The answer is simple - cut costs in all departments across the city. No fund is to be spared or off limits. Sure, he already has stated it is already cut to the bone, but has everyone (no exceptions)with a city vehicle turned it in? How many capital projects have been put off (Cove, downtown sidewalks)? There are lots of things that can be trimmed before the vital police and fire personnel are to be let go. Read Kernan's report on local gov't. The mayor wants a tax increase to keep the status quo - it's our mandate to make a change and a difference

Thanks to the idiots on the South Side for re-electing Luecke! Now we're stuck for another 4 years with him being a useless Mayor. I would have voted against him but I live in the county so they don't allow people like me to vote. Luecke spends way too much and that's the reason there is a big difference between Mishawaka and South Bend! Mayor Rea knows what he is doing, what a difference it makes to elect a Republican, they are much more brilliant!

Maybe if we stopped tax abatements, cut mayor assistants, cut take home cars, did not buy the gates building, did not redo downtown, and many other items we would not need a tax increase. We already get to pay an extra percent in sales tax, a higher property tax cap, and a wheel tax because our SB and county leaders don't know how to control spending and have no financial sense. We the taxpayers and voters are strapped to the max. Listen to the national, local, or state news to see how bad the economy is. Do you think people are losing homes and jobs because they are flush with cash? It is also strange timing that the mayor is trying to scare taxpayers with public service cuts while contract negotiations are going on with the police and fire. Steve is hoping the taxpayers will say OK tax us and save the services. Maybe he should look for more realistic ways to save money. But that might mean a relative, friend, or assistant would be out of a job or lose their car.

I think Mishawaka should consider a round of layoffs with it's police force.I have never seen so many police in all the years I lived hear. Get rid of those young gung ho, high tight haircut, wanna-be's. We really don't need our stupid 30 mph zones saturated with useless police. Maybe these guys could find jobs in the private sector as bouncer's or mfg. plant security.

To Lou... You've got it right but I would extend it even further. No relatives of ANY current city/county worker can work for the same entity. Many businesses follow that practice. There is far more nepotism than is healthy going on in our local government. In South Bend government employment, it has always been "who you know" not how qualified you are.

Lets face it. The reason South Bend is in the trouble it is in is because it has been ruled for the past 30 years by what Ronald Reagan called "tax and spend Democrats". If you want to cut the waste it's quite simple. Make it against the law to have relatives of city council members work for the city. These brothers, sisters and cousins suck the coffers dry and do little or no work. Remember the "ghost worker" scandals a few years back. Nothing was done to clear up the problem and nothing will until you idiots stop electing these fools. I'm a lifelong Democrat who lives in the county and I personally will vote against any county council member that votes for more taxes. By the way why aren't we hearing about large cuts in the city maintenance and janitorial services? I suppose that might not seem as scary to the citizens as losing police and fire fighters.

To the city "leaders," we the working people are already financially stretched and taxed beyond all limits, the cost of living is sky high, jobs scare and when we working people are barely living paycheck to paycheck YOU want to add yet another tax??? Get real and to the citizens remember who these people are so you can help make sure they get voted OUT come next election!! ENOUGH IS ENOUGH...tightne your belts and stop all wasteful spending and DO YOUR JOB with the money you have just like WE all have to do!!

That's because the mayor of Mishawaka does not "hug thugs" like Luecke in South Bend. With all the take-home cars for the officers, you'd think the crime would go down too... WRONG!!! Not when take home cars are going to officer homes in North Liberty, New Carlisle, Granger, you name it! If you don't live within the city limits, then leave your car at the station and drive to work! You really can't lawfully enforce when you're out of jurisdiction!

Bear in mind that South Bend is roughly twice the size of Mishawaka. It takes more money to run South Bend.

How can that be? That would be that Mitch's changes in the property taxes shouldn't have affected South Bend?
