2014 budget passes with concessions from Elkhart mayor

ELKHART Elkhart's city council passed a 2014 budget Monday night, despite councilman David Henke's earlier proposal not to pass the mayor's plan.

Henke took particular issue with the idea of using TIF funds for the SoMa initiative to improve downtown Elkhart’s image. But just hours before the vote, the mayor agreed to come up with a different source of funding. He conceded largely because of a state ruling that the plan was not a good use of TIF funds.

The budget passed with a vote of 5 to 4, with all democrats voting for it and all republicans against, according to The Elkhart Truth
