A fight between the Catholic Church, and Obama administration could be brewing.

Friday, a Federal Mandate was issued that requires most health insurance plans to cover birth control, and other preventive services for women without charging a co-pay.

The ruling insures that all women with health insurance have access to the full range of recommended preventive services.

Thursday Bishop Kevin Rhoades from the Catholic Diocese of Fort Wayne - South Bend, and the CEO of Saint Joseph Regional Medical Center spoke out against the ruling.

Rhoades says the exemptions in the ruling for religious organizations is very narrow, and wouldn't apply to most catholic organizations.

Bishop Kevin Rhodes explains that the Church will not back this new mandate, ”I can say right now, we will not comply with this, we will violate our conscience and US Bishops are united in this, I think this refusal to exempts religious institutions for the common good, is unprecedented”

The proposal has been in the works by the Department of Health and Human Services since August.

However the National Catholic Association plans to fight the ruling, before it goes into effect, in August of 2013.
