Fishers residents will decide the Indianapolis suburb's fate in a Nov. 6 referendum that could keep the community of 80,000 a town, reorganize it as a city with an appointed mayor and city manager, or make it a second-class city with an elected council and mayor.

Signs supporting and opposing the move to become a city have popped up across town. A lobbying group has filed a complaint with the state accusing the town of trying to steer residents toward the appointed mayor option.

Town Manager Scott Fadness says the town is engaging in an extensive public education campaign to make sure residents understand all their options.>
